LTA CLEAR+

Collaboration on the Levelling-up of Erasmus+ Assessors through developing and testing a common Resource set for KA2 assessment: Programme-level updates, Learning from experience and Use of digital tools and Software.

Background

Erasmus+ National Agencies rely on experts to deliver high-quality, transparent and impartial assessments, of funding proposals and reports, ensuring the fair and transparent treatment of all applicants and beneficiaries.

Building on the successes of the first period of the CLEAR Assessment LTA (2022-2024), where significant progress was made in developing a common model of assessor training for Key Action 2, a second phase of activity has been launched under the heading of CLEAR+ (2025-2027). This second phase will continue to develop a common resource set for use by all Erasmus+ NAs operating in the fields of education and training, whilst extending the use of new digital and audio-visual technologies, increasing the quality of the existing resource set and enhancing feedback mechanisms among assessors and NA staff.

Project objectives

CLEAR+ centres on plans for updating the existing resource set (incorporating any changes at programme level), on learning from experience and on the use of digital tools and software to deliver complementary, multi-media and multi-language resources. Led by CMEPIUS, and relying on input from an experienced lead expert (Paul Guest), a three year programme of activities is anticipated, focusing predominantly on final report assessment in key action 2, and on the four sub-fields of adult, higher, school and vocational education.

Full list of objectives

1. To review the current digital resource set to ensure the continued relevance of topics.

2. To provide annual updates of (retained) briefing sheets and (current) training resources, taking into account all programme-level and action-based updates.
 
3. To expand the existing resource set to include short briefings on horizontal topics (e.g. SALTO NA topics).
 
4. To move the focus towards final report assessment, developing further scenarios and examples based on actual practice.

5. To simplify the design of briefing sheets to facilitate machine translation and potential for wider language use.
 
6. To deliver an annual planning meeting of CLEAR+ member NAs to aid overall direction and implementation.
 
7. To deliver an annual training workshop for staff and assessors from member NAs to exchange first-hand experiences.
 
8. To deliver an annual training workshop for staff and assessors from member and wider NAs, addressing topics of interest or responding to an identified training or development need.
 
9. To create a series of complementary video resources using the latest AI and technology-based production software and additionally trialling multi-language video production.

  • create short and complementary video resources, including use of AI software plus continued trialling of multi-language video production.

Member NAs will contribute to the overall planning and design of CLEAR+ activities, with internal and external assessors expected to play a role in the targeted developments and workshops. We will also host a larger training workshop, annually, where all Erasmus+ NAs will be invited to send assessors (details will be published annually on the SALTO Education and Training website).
